To proceed past the elevator, you are required to complete Rose's initial quest, Signal Strength. Successfully setting up her radio transmitter unlocks the elevator key and allows you to reach the Observation Level. There, you will find Hank Madigan's unfortunate fate along with Rose's physical location.
Earning Rose's Trust Through Raider Quests
Finding Madigan is only half the battle, as Rose refuses to hand over the Scorched Detector Uplink without further favors. She forces players to undertake two major follow-up storylines titled Flavors of Mayhem and Key to the Past. These missions test your survival skills across various dangerous biomes and raider encampments.

Hacking or using the terminal unlocks the heavy blast doors, granting access to the interior sanctuary.
